Hey all after playing around with the degree and tangent length settings i was able to thicken it.
In the evaluate tab look at the curvature of the face the primary reason for the thicken feature failing is that the curvature is too sharp to actually produce an offset in these cases.
The software automatically selects the edges on which rips are applied.
It is too bad that no such troubleshooting tool has been included in the offset or thicken surface commands.
In the graphics area select a surface to thicken.
1 convert to single solid 2 get surfaces from the geometry 3 remove solids 4 thicken the surface 5 set sheet metal thickness 6 create flat pattern.
Examine the preview and select the side of the surface you want to thicken as shown below.

If an edge already has a fillet applied the radius of the fillet is used as the bend radius for the new sheet metal part.
Under thicken parameters do the following.
In the convert to sheet metal propertymanager you specify the fixed face and thickness of the sheet metal part the default bend radius and the edges or fillet faces on which to create bends.
I can optimize the punch setup by having long shear lengths and only 1 angle square punch.
